Any officers, either retired or still serving, who worked for State or Central Government Ministries, Departments, or Offices; their field units; State or Central PSEs; Attached Autonomous Institutions/Offices under Government; and regular employees of Local Bodies (apart from Multi-Tasking Staff/Group D/Class IV employees).
